1.

Create a random sized document.

I have created a document with 1024 x 768 dimensions.

Click above on Edit and select Fill...

In a new window set Use to Black and click OK.

2.

Press D and X key to select white color.

Select Horizontal Type Tool (T).

3.

I have selected Century Gothic font and it's size to 130 pt.

4.

Now click on document and type anything you want.

5.

Press Ctrl (Command on MacOS) and J keys to duplicate the layer.

Click above on Layer, Rasterize and select Type.

6.

Click above on Edit and select Fill...

In a new window set location to Center, click on color picker ...

7.

... and set the # value to 0299fd.

Click OK twice to confirm changes.

8.

Click above on Layer, Layer Style and select Outer Glow...

In a new window set the same values like I did and click on color picker.

9.

In a new window set the # value to 0165c9.

Click OK twice to confirm changes.

10.

My example till now.

11.

Now select the first text layer.

12.

Drag it above the duplicated one (see my pic).

13.

Set layer's blending mode to Overlay.

14.

And we are finished.
